Robert Hyun Chang helps technology companies develop, commercialize, and monetize patent portfolios involving complex and rapidly evolving technologies. A registered patent attorney, former design engineer, and experienced licensing strategist with more than 25 years in intellectual-property practice, Robert advises clients on patent prosecution, portfolio development, licensing, due diligence, technology commercialization, and patent-dispute support.


Robert brings a perspective developed across private practice, in-house intellectual-property leadership, and large-scale patent monetization. He understands how patent portfolios are evaluated by operating companies, investors, licensees, and potential transaction partners. He uses that experience to help clients pursue patent rights that support product development, competitive positioning, investment, licensing opportunities, and long-term commercial value.


At Intellectual Ventures, Robert served as a Senior IP Attorney, Senior IP Strategist, and Senior Technical Director. He managed strategic prosecution and licensing support for patent portfolios involving semiconductors, networking, wireless communications, and financial technology. Robert also co-led licensing initiatives in China and supported broader patent-monetization programs. That experience gives him practical insight into how claim scope, portfolio composition, evidence of use, and prosecution strategy can affect later licensing and valuation.


Robert’s prosecution and licensing perspective is also informed by substantial in-house experience. As Chief IP Counsel at InFocus Corporation, he directed patent, trademark, licensing, litigation, and enforcement matters. At Intel Corporation, he managed patent portfolio development involving semiconductor processing and packaging technologies. These roles provided firsthand experience aligning intellectual-property strategy with product roadmaps, engineering priorities, corporate budgets, competitive risks, and business objectives.


Robert has also founded and managed intellectual-property law practices serving startups, established technology companies, and investors. Through Columbia IP Law and Omikron IP Law Group, he has advised companies on patents, trademarks, licensing, due diligence, technology transactions, and commercialization. His outside-counsel experience is particularly valuable to emerging and growth-stage companies that need patent strategy coordinated with financing, product development, market entry, partnerships, and potential exits.


Before entering law, Robert worked for six years as a design engineer at ESCO Corporation, developing engineering solutions involving materials science and manufacturing processes. He holds undergraduate degrees in metallurgical and materials science engineering and physics. His engineering background enables him to engage directly with inventors, understand technologies at a detailed level, and translate technical innovations into patent specifications and claims directed to commercially important features.

Robert’s technical experience encompasses artificial intelligence and machine learning, semiconductors, semiconductor fabrication and packaging, software, cloud computing, networking, wireless communications, medical devices, financial technology, advanced materials, and manufacturing systems. His breadth allows him to advise on individual inventions while also identifying relationships among technologies that may support coordinated portfolio development.

Robert is fluent in Korean and conversational in French. His language skills and experience with licensing initiatives in Asia enable him to work effectively with international companies, inventors, investors, and foreign associates on U.S. patent and commercialization strategies.

Robert earned his J.D. from Willamette University College of Law and his B.S. degrees in Metallurgical and Materials Science Engineering and Physics from the University of Washington. He is registered to practice before the USPTO and admitted in Washington and Oregon.
